Upazila Engineer of Kalihati Upazila Local Government Engineering Department (LGED) of Tangail, Md. Chanowar Hossain, hastily started building projects under his own name and name, keeping the June closing in view, and engaging in commission business of huge amounts by withholding the contractors’ bill files.
As a result, there have been reports of massive wastage and looting of government money and the concerned contractors being affected.
It is learnt that Kalihati Upazila Engineer Md. Chanowar Hossain was transferred from Bhuapur Upazila on April 12 and reported to the Executive Engineer LGED Tangail for posting as Kalihati Upazila Engineer. On April 28, he joined the Kalihati Upazila Executive Officer’s office and on April 30, he took charge as the Kalihati Upazila Engineer LGED Kalihati.
Upazila Engineer Md. Chanowar Hossain and his loyal Deputy Assistant Engineer Md. Akter Hossain and a contracting company named Zaman Enterprise, in collusion with each other, released the money through the bank in favor of Messrs. Zaman Enterprise through Bill No.-64 and Token No.-044382 on June 27, 2026, without doing any work to repair the internal roads of Kalihati Upazila Parishad. It has been mentioned in the complaint that the government has suffered a financial loss of about 10 lakh taka.
After a story about embezzlement by raising the compensation bill without doing any work was published in various local and national newspapers, the clever Upazila Engineer Md. Chanowar Hossain took the initiative to repair a small part of the internal road of the upazila square, which caused a lot of laughter in the public.
On the other hand, another contractor named Mercus Sifat Power Construction, without showing the work of repairing the internal road of Kalihati Upazila Parishad under the same name, paid the first and final bill of 6 lakh 45 thousand 5 hundred 45 taka on June 23, 2020 through bill number 63 token number 44414 without doing the work!
Upazila Engineer Md. Chanowar Hossain and his associate Deputy Assistant Engineer Md. Akter Hossain did not stop at creating fake projects one after another and paying the final bills to their nominated contractor companies, looting a huge amount of money from the government. They put the contractor companies of the ongoing projects of Kalihati LGED under mental and financial pressure, and unethically accepted bribes of 15% to 20% from June 21 to 27, and paid the bills of many companies by discounting huge amounts of money, according to several contractors.
When asked about this, Kalihati LGED Deputy Assistant Engineer and Supervising Officer of the related work, Md. Akhter Hossain, said, “I don’t know anything about that project. The Upazila Engineer can tell me.”
