From women to corruption – Public Works Superintendent Engineer Badrul Alam Khan in discussion on various allegations

Staff Reporter : There has been a lot of discussion surrounding Mohammad Badrul Alam Khan, Superintendent Engineer (Civil) of the Public Works Department, starting from his personal life, regarding irregularities in the performance of government duties, tender control, transfer trading, operating a contracting syndicate and acquiring wealth inconsistent with his known income. The complainants have also claimed that an application has been filed with the Anti-Corruption Commission (ACC) seeking an investigation into these allegations raised against him. According to the complaint, Badrul Alam Khan’s first wife, Mrs. Jasmine, has claimed to be a victim of neglect during their 25-year marriage. They have three daughters. She alleges that her husband has not properly fulfilled his family responsibilities during their long married life. She also claims that their younger daughter is suffering mentally due to this. A report has published a discharge certificate from the Holy Family Red Crescent Medical College Hospital in Dhaka. It states that she was discharged from the hospital on January 25, 2025. The report claims that she was waiting for her husband even though she was hospitalized due to illness, but Badrul Alam Khan was staying elsewhere at that time. The same report also alleges her second marriage and intimate relationship with another woman. Various photos have been published, claiming that he is living a luxurious life with another woman, neglecting his first wife. It has also been claimed that he has audio, video and other documents of his relationship with multiple women. However, Badrul Alam Khan’s statement on these allegations is not known. In addition to allegations about his personal life, serious irregularities have also been alleged against him in the performance of his official duties. The complainants claim that for a long time, he has been favoring a specific contractor group by influencing the recruitment, transfer, promotion and tender process of government development projects. They allege that a syndicate formed under his leadership is influencing government construction work in various parts of the country, including the capital. The allegation also states that his administrative influence increased after he was transferred to the post of Chief Engineer of the Public Works Department. According to some officials, in the past, he used his close acquaintance with the then Housing and Public Works Minister Obaidul Moktadir Chowdhury and former Minister Tofail Ahmed while working in Bhola to influence tenders, transfers and administrative decisions. It is also alleged that he has maintained that influence by establishing relations with the new power center even after the political change. The contractors allege that a powerful syndicate is active around some contractors in Bhola, Chittagong, Brahmanbaria and Comilla. There have also been allegations of an attempt to get work done to a contractor with a fake certificate in a tender in Comilla and lobbying a contractor named “Asif” to get work done on several government projects, including various police station buildings. In addition, there are allegations that the tender for the arboriculture work of the Mirpur Paikpara residential project was illegally invited through another department. Similarly, the allegations mention that pressure was created to award the construction work of the Bhashantek police station building under the 107 police station construction project to the preferred contractor. In the complaint submitted to the ACC, a demand has been made to investigate the source of wealth in the names of Badrul Alam Khan, his family members and individuals and organizations under their control. According to the complainants, multiple plots and flats in Dhaka, luxurious establishments in village houses, farmhouses, bank accounts and investments in various businesses are not consistent with his declared income. The allegations of transferring assets in the names of siblings, involvement in developer business and concealing real assets in income tax documents have also been demanded to be brought under investigation. The complainants claim that around 122 crore taka has been illegally earned in the last few months through tender control, transfer trade and receiving commission from various projects. The complaint also mentions that the money was later transferred and concealed in the names of relatives. Questions have also been raised about the transfer. According to the complaint, on February 3, when another officer was transferred from Savar Circle to Dhaka Public Works-1 Circle, he used influence to ensure his preferred posting. It has also been alleged that his influence on various administrative decisions of the department continues even after the transfer. In addition, it is alleged that in the past, while working in Mymensingh, he was made Officer on Special Duty (OSD) on charges of irregularities in approving the design of a building. However, it was not possible to get Mohammad Badrul Alam Khan’s statement on all the personal and administrative allegations mentioned in the report.
