Attestation with non-existent lecturer: Assistant Principal of Homeopathic College getting trapped

Sensational information has come out against Dinajpur Homeopathic Medical College and Hospital Assistant Principal Dr. Ashiq Kumar Roy of recruitment fraud, fake attestation and abuse of power. He got those documents attested by a ‘non-existent’ lecturer six months before the certificate was issued by the Bangladesh Homeopathic Board.

In the wake of these allegations raised in the public hearing of the Anti-Corruption Commission (ACC), the district administration and the investigation committee report found the truth of the allegations, creating a huge sensation in the area.

According to sources related to the investigation, Dr. Ashiq Kumar Roy obtained his certificate from the Bangladesh Homeopathic Board (DHMS) on May 12, 2010. However, he got that certificate attested by one Mutanja Ali, a lecturer in the political science department of Dinajpur Government College, on November 31, 2009. That is, it was authenticated almost six months before the original certificate was issued!

During the investigation of the incident, Dinajpur Government College Principal Professor Syed Mohammad Hossain informed the district administration in a letter dated 31/03/2018 under memorandum No. Disk/Dinaj/2-2/689 that no lecturer named Mutanja Ali was ever working in that college. The investigation report commented that attesting the certificate to a non-existent person before receiving it from the board is a criminal offense and a form of fraud.

According to the complaint, Ashiq Roy was previously working at Thakurgaon Homeopathic Medical College. He joined Dinajpur Homeopathic College on 03 September 2014 without any clearance or proper process from there. Just a few months later, before completing 5 years, he illegally applied for promotion to the post of Assistant Principal. During the investigation, he could not show any valid documents related to his appointment at Thakurgaon College.

The investigation report further states that the accused teacher has been acting extremely disrespectfully and arrogantly towards the members of the managing committee, principal and colleagues of the institution by exploiting the influence of former MP Whip Iqbalur Rahim of Dinajpur 3 constituency. The allegations of establishing ‘dual rule’ in the institution and destroying the educational environment have also been proven against him.

The report states that promoting such a teacher will seriously damage the image of the institution. The administration was shocked when these irregularities were highlighted in the public hearing organized by the ACC. In view of this, Additional District Magistrate Noor-e-Alam Siddiqui summoned both the parties to his office on December 22, 2025.

The accused Assistant Principal Dr. Ashiq Kumar Roy did not agree to comment on this matter. Principal of Dinajpur Homeopathic Medical College and Hospital, Additional Deputy Commissioner (Education and ICT), S.M. Habibul Hasan, told this correspondent that a letter has been sent to the Homeopathy Council Board in Dhaka in this regard, and necessary action will be taken once the letter arrives from there.
Local conscious circles demand that those who resort to naked fraud while occupying high positions in government institutions should not only be stopped from promotion, but also be given exemplary legal punishment.
