First Administrator of Bogra City Corporation is Swadhin

Md. Mohitul Alam Milon: Bogra, the gateway to North Bengal, has emerged as the newly formed City Corporation (BCC) after a long wait. Bogra District BNP Vice President MR Islam Swadhin has been appointed as the first full-time administrator of this new City Corporation. The day after being appointed, on Tuesday (May 19) morning, he officially joined his new workplace under Local Government Minister Mirza Fakhrul Islam.
In this context, State Minister for Local Government, Rural Development and Cooperatives Mir Shahe Alam said that Bogra Municipality will be abolished from tomorrow (May 20) and will start its activities as a City Corporation.
Earlier, a notification in this regard was issued by the Local Government Division (City Corporation-1 Branch) of the Ministry of Local Government, Rural Development and Cooperatives on Sunday (May 18). The notification signed by the Deputy Secretary of the Ministry, Rabiul Islam, said that as per the order of the President, in accordance with subsection (1) of section 25A of the Local Government Ordinance, 2024, MR Islam Swadhin, a resident of Maltinagar area of ​​Bogra city, has been appointed as the full-time administrator until the formation of Bogra City Corporation or until further orders are issued.
After the issuance of the notification, MR Islam Swadhin officially took charge as the administrator of Bogra City Corporation through a written letter addressed to the Minister of the Ministry of Local Government on Tuesday morning. According to the notification, he will exercise the powers and perform the duties of the mayor of the newly formed City Corporation.
The new administrator MR Islam Swadhin was the vice-president of Bogra District BNP. He has also served various responsibilities of Chhatra Dal and Jubo Dal for a long time.
Earlier, Bogra was declared a city corporation in a government gazette signed by Shahidul Hasan, Secretary of the Local Government Department, on Thursday (May 14). This new city corporation has been formed with a total of 21 wards comprising the current Bogra Municipality and various expanded and neighboring areas of Sadar and Shajahanpur upazilas (such as Fulbari, Nishindara, Katnarpara, Sutrapur, Malgram, Thanthania, Maltinagar, Fuldighi and Betgari).
After joining as the administrator of Bogra City Corporation, MR Islam Swadhin said, I thank and express my gratitude to Prime Minister Tarique Rahman. Along with this, I also thank the Minister of Local Government, Rural Development and Cooperatives and the State Minister. I will redecorate Bogra City Corporation with all the people.
Expressing his hope of making Bogra a clean and modern city, he said, initially, with the allocation that will be available, work will be started on the development of water drainage and drainage systems. Priority will be given to waterlogging.
State Minister for Local Government, Rural Development and Cooperatives Mir Shahe Alam said that Bogra City Corporation took formal form through the appointment of an administrator and under the leadership of this administrator, Bogra Municipality will be abolished from Wednesday and its activities will start as Bogra City Corporation. From tomorrow, Inshallah, Bogra will be the 13th city corporation in the country.
The State Minister said that Bogra City Corporation is a very large city corporation. Bogra Municipality consists of 21 wards. The population is close to 4 lakh and in terms of area, it is twice that of Rajshahi, Khulna and Sylhet.
He said that after the city corporation, we have taken a new initiative here, to ensure water supply to Bogra, there will be a WASA in the city corporation area and on the lines of RAJUK, on ​​the lines of Chittagong Development Authority, we have sent the proposal DO letter of Bogra Development Authority to the Ministry of Public Works as per the Prime Minister’s intention. We are bringing the Bogra City Corporation area under the Bogra Development Authority. Which will be abbreviated as (BOUK) Bogra Development Authority.
In response to a question, the State Minister said, for natural reasons, when a city is converted from a municipality to a city corporation, citizen services will definitely increase. It will get more allocation and that city corporation has the power to formulate its own policies, has the power to take up separate projects, the jurisdiction to take up various projects such as road, bridge, culvert development, overpass, flyover is given in the City Corporation Act.
With the declaration of Bogra as a city corporation and the appointment of the first administrator, new enthusiasm has emerged among the residents of the entire city and its surroundings. However, the main challenge of the first administrator is to give a complete form to this new city corporation, develop planned infrastructure and ensure increased citizen facilities, according to the local conscious community.
