“Our goal in the mass uprising of the students is to build the unity of diploma agriculturists in the service of agriculture and farmers, non-discrimination and corruption-free administration” as part of the central program, Deputy Assistant Agriculture Officers of Rajapur, Jhalkathi made 20-point demands.
On Thursday (August 29) at noon, they presented 20 points of demand in front of the Rajapur Upazila Agriculture Office in the organization of the Rajapur branch of the Diploma Agriculturalist Association of Bangladesh (D-AB). Rajapur Sub-Assistant Plant Conservation Officer Mohammad Mehedi Hasan, Deputy Agriculture Officer, Palash Halder, Md. Mehedi Hasan Khan, Md. Ashiq Mahmud, Md. Ibrahim, Ashish Chowdhury, Eni Akhter, Abul Hossain Akon, Saurabh Mistry and others were present.
Speaking on the occasion, the official said that in the past days, every person of Bangladesh has been subjected to exploitation and deprivation by a particular group in different ways. Similarly, we diploma agriculturists/assistant agricultural officers have also been discriminated against. Diploma agronomists play an important role in the country’s food production. He works as a friend of the farmer at the very grassroots level in the development of the country’s agriculture and farmers. There are three Diploma Agriculturists/Assistant Agricultural Officers in each union all over Bangladesh. Who work to solve all the problems of farmers. The role of these Assistant Agriculture Officers is immense in the implementation of all the projects of the Ministry of Agriculture. These assistant agricultural officers play a leading role in implementing all the decisions of the government for the development of agriculture at the field level. But this diploma does not end the discrimination of agriculturists/assistant agricultural officers. The higher officials used us and turned into banana trees. Diploma agronomists / Assistant Agricultural Officers work in the field while senior officers take charge. But I could not even dare to open my mouth against this discrimination. The most distressing thing is that we have no promotion, a peon has promotion but we are born where we die. Our promotion has been withheld unfairly for a long time. We are deprived of hundreds of such equitable opportunities.
Those who are diploma agriculturists/ sub-assistant agricultural officers no longer want to be discriminated against. Therefore, they are presenting their 20 demands to eliminate discrimination. 1. Sub-Assistant Agricultural Officers to be notified as Gazetted Officer Class II. 2. 40% promotion to Agricultural Extension Officer Grade 9 to be granted to Assistant Agricultural Officers. 3. Sub-Assistant Agricultural Officers to be promoted up to Grade III. 4. According to the service rules, the unfair and unreasonable decision of transfer of Sub-Assistant Agricultural Officers outside their respective districts should be cancelled. 5. Administration cadre should be appointed as Director General of Agriculture Extension Department. 6. Deputy Assistant Agricultural Officers should be represented in all the projects of the Directorate of Agricultural Extension. 7. Representatives of SAAOs during project preparation and Deputy Assistant Agricultural Officers should be members in each departmental meeting. 8. The signature of Deputy Assistant Agriculture Officers should be mandatory for transparency regarding project expenditure in all Agriculture Offices. 9. Posts of assistant agricultural officers should be created in Khambarari, AD office, DD office. 10. As soon as possible, the recruitment rules should be changed and the gradation list should be updated. 11. Diploma agriculturists should be provided with higher education opportunities. Agricultural universities should offer admission to diploma agriculturists. Independent agricultural universities should be set up for diploma agriculturists. 12. The standard of education of diploma agriculturists should be raised to international standards. Agricultural training institutes should be brought under the purview of the Ministry of Education and separate teachers should be appointed. 13. In each union, Sub-Assistant Agricultural Officers should be provided with separate offices and residences. 14. 5000 to pay fixed travel bill. 15. The timescale and selection/higher grade should be maintained by counting the length of service, as before in 8, 12, 16 years. 16. 3/4 year complication to be resolved. 17. Motorcycles and smartphones + monthly data should be arranged by the government to speed up the work of the block. 18. Accountability must be ensured at all levels. 19. Harassment/retaliatory transfers must be stopped. 20. Compulsory training of 6 months should be arranged after recruitment.
