The best upazila chairman of Chittagong division at the divisional level of Primary Education Medal 23 was selected as the best upazila chairman of Comilla district Aminul Islam Tutul.
Additional Divisional Commissioner of Chittagong Division Mohammad Shamim Alam confirmed the matter on October 14. Ad.Aminul Islam Tutul was selected as the best upazila chairman among the 103 upazila chairmen of Chittagong division with the aim of accelerating primary education through health services in primary educational institutions, improving the quality of education and the successful implementation of various timely programs announced by Prime Minister Sheikh Hasina to create Smart Bangladesh. Tutul Earlier, he was selected as the best upazila chairman at the district level for his special contribution in the field of primary education on the occasion of National Education Medal 2018.

Advocate Aminul Islam Tutul was born on June 16, 1968 in a Muslim aristocratic family in Dharmapur village of Durgapur (South) Union of Comilla Adarsh Sadar Upazila. Aminul Islam Tutul, a student of Comilla Traditional Zilla School, completed SSC, Comilla Victoria College, HSC, Chittagong University in 1986 with honors in Political Science. He started his career by teaching at Dhanuakhla Degree College. Later he joined the legal profession at Comilla Judge Court after receiving LLB from National University and LLM from a private university.
Ad. Aminul Islam Tutul was selected as the Literary Debate and Outdoor Sports and Gymnasium Secretary of the Student Council at Victoria College during his student life. He was the Employment Secretary of District Jubo League. Former member of Comilla South District Awami League Ad. Tutul is currently an influential member of Comilla Metropolitan Awami League and Adarsh Sadar Upazila Awami League.
On May 19, 2014, Awami League supported candidate Ad. Aminul Islam Tutul was elected vice-chairman of Adarsh Sadar Upazila Parishad with huge votes. On March 6, 2016, Adarsh Sadar Upazila Chairman was elected as Awami League nominated candidate with huge votes. In 2019, he was re-elected upazila chairman with huge votes.
