RAJUK’s Major Step Towards Rule of Law and Planned Dhaka: Seminar on ‘Approved Plan Implementation’ Held at IEB

Md. Hasan Kabir Siddique Munna, Special Correspondent: With the aim of transforming the capital Dhaka into a modern, safe, and well-planned megacity, RAJUK organized a large awareness seminar to prevent unauthorized building construction and ensure 100% implementation of building regulations.

On July 30, 2026 (Thursday) at 4:00 PM, this special seminar titled ‘Approved Plan Implementation and Prevention of Unauthorized Construction’ was successfully held at the Engineers Institution, Bangladesh (IEB) auditorium in Ramna, Dhaka. The seminar was attended by a large number of building owners and developer company representatives who received plan approvals under RAJUK Zones 1, 4, 5, and 6 during the period from April 1 to June 30 of the current year.

Presence of Top Leadership and Professionals

The Honorable Deputy Minister of the Ministry of Housing and Public Works, Mr. Ahmmed Sohel Manzur, MP, was present as the Chief Guest at the seminar and provided important directives. The program was presided over by the Chairman of the Rajdhani Unnayan Kartripakkha (RAJUK), Engineer Md. Riazul Islam.

Also present at the seminar were RAJUK Member (Development) Mohammad Jahirul Islam, Member (Development Control) Eradul Haque, Member (Administration & Finance) Shahinur Alam, along with senior officials. Additionally, representatives from IEB (Institution of Engineers, Bangladesh), IAB (Institute of Architects Bangladesh), BUP (Bangladesh Urban Planners), Fire Service, labor organizations, and professionals from the building construction sector actively participated.

Emphasis on Law Compliance and Presentation

At the seminar, RAJUK Member (Development Control) Eradul Haque presented a detailed thematic presentation. He highlighted the obligations under the Building Construction Act 1952, Dhaka Metropolitan Building Construction Rules 2025, Bangladesh National Building Code (BNBC), and the Detailed Area Plan (DAP), and gave a clear message—if any building is constructed by deviating from the approved plan, strict legal action will be taken.

Important Speeches by the Chief Guest and Chairman

Call to Ensure Rule of Law: In his speech as the Chief Guest, Housing and Public Works Deputy Minister Ahmmed Sohel Manzur said, “Buildings must be constructed strictly following the approved plan in accordance with the country’s existing laws. If we want to build a livable and planned Dhaka, we must ensure the rule of law at all levels. RAJUK will provide all necessary support to those who work honestly and in compliance with the law.”

Primary Responsibility on Building Owners and Engineers: In his speech as the Chairman, RAJUK Chairman Engineer Md. Riazul Islam said, “RAJUK only approves the design of a building; but that design is prepared by the engineers and architects engaged by the building owner. Therefore, the moral and legal responsibility for 100% implementation of that design on the ground lies with the building owners and constructors.” He added, “RAJUK is working tirelessly to build a green, clean, and world-class smart Dhaka, where everyone’s cooperation is essential.”

Special Assessment

This initiative of bringing building owners together under one roof after plan approval to raise awareness about legal compliance and safety is a positive milestone in the field of urban planning. The combination of government oversight and spontaneous public awareness will build tomorrow’s climate-resilient and safe Dhaka.
