Prime Minister Tarique Rahman said that after more than a decade and a half, the people of the country have directly elected a democratic government. The current government is a reflection of the hopes of the common people who have been expecting an accountable, just and public welfare-oriented governance system for a long time.
The Prime Minister said this after laying the foundation stone of the training cum dormitory building of the foundation at the BIAM Foundation auditorium in the capital this morning.
At this time, the Prime Minister said to the public administration officials, the mass uprising of July-August 2024 has once again made it clear that the people of this country own this state. Therefore, as public administration officials, ensuring the interests and welfare of the people is your main responsibility.
He said, Bangladesh Institute of Administration and Management Foundation-BIAM. Its journey began on December 29, 1991. Then in November 2002, it was transformed into BIAM Foundation. The dates of progress from the establishment of BIAM to today prove that the BNP government wanted to see a large, efficient and trained public administration in the interest of the country and the people and wants to see it in the future as well.
He also said that today’s laying of the foundation stone of the BIAM Foundation’s Training Cum Dormitory Building is not just laying the foundation stone of a building, it is a reflection of the state’s commitment to administrative capacity, administrative leadership formation and human resource development.
Tarique Rahman said that the foundation stone of the Training Cum Dormitory Building that is being laid today is an important milestone in the formation of administrative leadership in the future. This building is not just an infrastructure, but it should become a vibrant center for knowledge cultivation, leadership development and experience exchange.
He said that creating skilled human resources is one of the goals of BIAM. It is very important to develop human resources, especially those engaged in government work, by enabling them to make the best use of technology along with modern training. In continuation of that, the current government is determined to develop talent-based, confident, creative and responsible human resources.
There is no alternative to building a merit-based, transparent and people-friendly public administration in all state institutions, if we want to build the Bangladesh we envision, she said.
Stating that BIAM’s curriculum and training environment will further enrich the professional skills, problem-solving abilities and innovative thinking of officials from different walks of life, the Prime Minister said, “Modern administration skills do not mean just knowing the rules but also using technology, analyzing information, making quick decisions and having a creative approach to public service. For that purpose, the current government has given importance to making the training system more modern and result-oriented. In addition to basic training, efforts are being made to increase the opportunities for advanced courses, research and policy-making education.
Addressing the public administration officials, the Prime Minister said, “I would like to give you a message on behalf of the current democratic government, without raising the question of whether you were able to fulfill that responsibility properly during the fascist regime or not at this moment. The promises we have made to the country and the people are not just political promises but our agreement with the people. The people have voted in favor of our manifesto.” Therefore, the current democratic government is determined to implement every point of the election manifesto and the July Charter signed before the people to the letter.
He said, I hope that you will play a role in efficiently implementing every promise made by the government to the people with your talent and ability. In order to protect the dignity of the trust that the people have placed in us, it is necessary to ensure transparency, accountability and strong practice of ethics in every field.
The Prime Minister said, you are at the highest administrative level of state governance. The responsibility you perform is not limited to just document management or administrative supervision. You are the main driving force in building a strong, accountable and people-friendly state system. The development or fate of a nation depends on your professionalism, skills, moral firmness and administrative wisdom. The impact of your every decision sometimes falls on a family, sometimes on a region or sometimes on the entire nation.
He said, the current government is committed to building a ‘Bangladesh of Meritocracy’. We want to take merit, honesty, creativity, skill and experience as the main considerations in the appointment, transfer and promotion of the state machinery. The government is also determined to ensure the effectiveness and accountability of the administrative structure everywhere, including the appointment of government employees to vacant posts with transparency and speed, the formation of an administrative reform commission, the formation of a strong public service commission and the formulation of private service rules.
Tarique Rahman said that the world has now entered the era of artificial intelligence. Therefore, it is very necessary for public administration officials to keep themselves ready to survive in global competition. In this era of the fourth industrial revolution, the use of artificial intelligence, automation and digital technology will make our administration more efficient, transparent and accountable.
He said that our goal in the future is to reach all government services to the doorsteps of citizens through information technology. In this regard, the government is ready to provide any necessary support to further strengthen the activities of BIAM to build skilled human resources.
The Prime Minister said that competition in order to expand and facilitate trade and commerce in a globalized world, it is necessary to reorganize the government performance system to suit the modern world by establishing single-window clearance, one-stop service and creating a fully digital workflow.
She said, we want to build a Bangladesh where the benefits of development will gradually reach every level of society. Inequality will be reduced. Women and youth will be established as the main driving force of development and of course, environmental protection and climate tolerance will be part of every one of our policies.
Addressing the public administration officials, the Prime Minister also said, you are the bridge between policy making and policy implementation. Your honesty, efficiency and responsibility are one of the foundations of the government’s success. My appeal to you is to think of yourselves not just as administrative officials but as servants and friends of the people.
The event was presided over by Cabinet Secretary Nasimul Ghani and was attended by Prime Minister’s Advisor Ismail Zabiullah, Principal Secretary ABM Abdus Sattar, and BIAM Director General Abdul Malek.
