Patuakhali University of Science and Technology (PUBIPRABI) administration is walking on the path of no University Grants Commission (UGC) approval and controversial appointment. Earlier on 26 May 2022, a circular for the appointment of lecturers in various departments of the university was published. The university administration has come under criticism for asking candidates for the post of lecturers in the Post Harvest Technology and Marketing department without taking the approval of the UGC in the published circular. Due to criticism, the then administration of the university was forced to suspend the recruitment process for the said post due to various pressures. Despite various controversies, the Pobiprabi administration has issued the viva card for this recently unauthorized post without publishing a new notification. Conscious circles are considering the administration’s attempt to finalize candidates for unapproved posts despite postponing the recruitment as a controversial activity. Rumors have arisen that the administration is ignoring the UGC rules to appoint the wife of a former president of the university branch Chhatra League to the said post. Although there is an opportunity to publish the notification again with the approval of UGC, the officials of the administration did not follow that policy in order to give advantage to certain candidates. It has been alleged that such a decision has been taken because it will not be possible to give benefits to the desired candidate if the new notification is published in accordance with the rules.
Incidentally: According to the policy for determining the eligibility of lecturers in Patuakhali University of Science and Technology published in 2023, to become a teacher in that university, the candidate must be among the 7th percentile with the highest results of the same academic year in their respective universities. The people concerned alleged that the administration is resorting to such controversial appointments as the so-called desired candidates of the administration are not among the 7 percent of meritorious candidates. Moreover, the need to take the opinion of the faculty dean and departmental chairman in the appointment of lecturers is mentioned in the policy. But in this appointment, it is known that no one’s opinion was taken from the said department.
Professor Jehad Parvez, President of the University Teachers’ Association, said that we will raise the matter of appointment without the approval of the administration in the general meeting of the teachers’ association, and we will announce the next program based on everyone’s opinion. When asked about this, the Registrar of the University (A.D.) Professor Dr. Santosh Kumar Bose told reporters that there is only one teacher in the department, it is a little difficult to complete 18 credit courses of the faculty through one person. The administration is trying to reduce this complication. However, the appointment will be entirely according to the decision of the appointment board. However, there is no validity to the appointment of the UGC. He could not give any answer to such a question. University Vice-Chancellor Professor Dr. Swadesh Chandra Samant was contacted several times but he did not pick up the phone. In this regard, the Secretary of the University Grants Commission (UGC). When Ferdous Zaman was asked, he said, “I do not know whether there is approval for the appointment of teachers in the said department, but I will inquire about it.”
