Due to financial crisis and political unrest, only 80 percent of the Annual Development Program (ADP) was implemented in the last financial year (2023-24). In terms of rupees, which is 2 lakh 3 thousand 512 crores. In the financial year under discussion, the total allocation was 2 lakh 54 thousand 391 crores.
The 20 percent of ADP that was not implemented in the last financial year is about 51 thousand crores. Statistics show that such low ADP has not been implemented in any financial year since independence. Earlier, a minimum of 80.66 percent ADP was implemented in FY 1992-93.
On Sunday (August 11), the Ministry of Planning’s Implementation, Monitoring and Evaluation Department (IMED) reported this information.
According to the concerned sources, IMED prepared the final report on the implementation of ADP and sent it to Ganobhaban for permission of the former prime minister. Sheikh Hasina did not get time to approve the report due to the situation caused by the students’ movement. IMED believes that ADP’s report was burnt when Ganobhaban was looted and set on fire after Sheikh Hasina resigned from the post of Prime Minister and left the country. A new report has now been prepared. It will be finalized in a day or two.
In this regard IMED Secretary Abul Kashem said. Mohiuddin Media said, “80 percent of ADP has been implemented this time. The implementation of ADP has decreased due to various reasons including political instability. We have already finalized the report, we can publish it in a day or two.
According to IMED sources, the lowest 80.66 percent RADP (Revised ADP) was implemented in FY 1992-93 so far since independence. However, the implementation rate of RADP in the last fiscal year (2023-24) is less than that of 1992-93 fiscal year.
Earlier, ADP implementation in 2022-23 financial year was quite low compared to the previous financial year. A rise in the price of construction materials was cited as the reason. In that financial year, the government was able to implement 84.16 percent of the revised ADP. Which is 8.58 percent less than the previous fiscal year 2021-22. In FY 2021-22, ADP implemented 92.74 percent of the revised allocation.
The largest allocation of ADP in the financial year under discussion (2023-24) is to the transport and communication sector. 75 thousand 944 crores have been allocated to this sector. Which is 28.88 percent of the total allocation. Of this allocation, 44 thousand 571 crores were from government funds and 31 thousand 373 crores were available from foreign loans. Among the allocations of the transport and communication sector, the largest allocation is given to the road transport and highways department. 34 thousand 62 crores was allocated to this department.
The power and energy sector gets the second highest allocation of ADP. The allocation for this sector was 44 thousand 393 crores, which is 16.88 percent of the total allocation. Besides, Ministry of Railways gets 14 thousand 960 crores. In this financial year, the Ministry of Shipping was allocated 9 thousand 473 crores. 9 thousand 64 crore was allocated to the bridge department, 6 thousand 470 crore was allocated to the Ministry of Civil Aviation and Tourism. The rest of the money is allocated to the Ministry of Defence, Agriculture, Water Resources and Department of Posts and Telecommunications.
As always, the implementation of mega projects is given importance in the financial year 2023-24. Huge allocations were made for Rooppur Nuclear Power Plant, Metro Rail and Padma Bridge.
