‘From clerk to super’ Fraud in appointment of madrasa super alleged

After starting his tenure as a clerk of the madrasa, he was appointed as the super of the same madrasa after a gap of time. Now questions have been raised about the legality of his appointment as super. It is alleged that such an appointment was made by ignoring the recruitment policy and by knowing the experience and job-related information. Such questions have arisen around the appointment of Md. Kamal Uddin, the super of Hamidpur Hamidia Dakhil Madrasa in Charfassion Upazila of Bhola, first as an associate super and later as a super.

According to the relevant sources, Md. Kamal Uddin joined the clerk of Hamidpur Hamidia Dakhil Madrasa on July 13, 1997. At that time, his educational qualification was Alim pass. But he joined the associate super of this madrasa on February 8, 2005 and joined the super post in the same madrasa on December 31, 2021.  After joining the clerk post with an Alim certificate, while working, he had to gradually gain experience and earn the highest Kamil certificate to be appointed to the post of Assistant Superintendent and later to the post of Superintendent. However, in the context of regularly participating in the Fazil and Kamil examinations held under the Madrasa Education Board as a regular student and earning this certificate as well as being appointed to the post of Superintendent, questions have arisen about the validity of the certificate and appointment.

It is reported that Md. Kamal Uddin entered from Kuchiamora Islamia Senior Madrasa in Charfassion in 1994, passed Alim in 1996 and Fazil in 1998 from the same madrasa and passed Kamil in 2000 from Charfassion Karamatia Kamil Madrasa. He passed these examinations held under the Madrasa Education Board regularly and was appointed as Assistant Superintendent and Super by submitting those certificates. As a result, questions have been raised about the validity of participating in regular examinations under the Madrasa Education Board, obtaining certificates and being appointed as Assistant Superintendent and later as Super during his service.

The complainant said that according to the revised policy on November 23, 2020, the person concerned must have completed 10 years of experience in the position of Assistant Maulvi to be appointed as Assistant Superintendent and similarly, 3 years of experience in the position of Assistant Superintendent is mandatory to be appointed as Super. Md. Kamal Uddin started his service as a clerk.  As a result, his appointment as a sub-super was not valid.

When Md. Kamal Uddin was called on his mobile phone to inquire about the complaint, he received the call and cut off the call without saying anything, citing his busy schedule.

Regarding the validity of this certificate and job, Secondary Education Officer Mir AKM Abul Khair said. The same person cannot be present at two places on the same day. It is illegal to participate in the work and examination hall of the institution while working. In that case, if it is proven – either the certificate or the job – will have to be dropped.

Upazila Nirbahi Officer (UNO) Rasna Sharmin Mithi said that action will be taken after verifying and verifying the written complaint.
