An allegation of illegal recruitment has been found against the Assistant Headmaster of Pirojpur Karimunnecha Girls Secondary School. In this regard, written complaints have been filed in various recruitment departments including the Education Board.
It has been mentioned in the written complaint that Mohammad Zahidul Islam, assistant head teacher with index number 101465, was appointed outside the appointment rules and circulars through a resolution without quorum in the meeting of the managing committee on 01/17. On December 03, 2016, in the meeting of the Managing Committee, in the resolution No. 17/16, excluding Jyotsna Rani Mandal, the 6th Assistant Teacher (Mathematics) Shankar Deuri was entrusted with the secretarial responsibility for all matters related to the appointment. Which did not follow this resolution Circular No. Shim/Sha: 11/03-09/20111/256 dated 06-06-2011. Jyotsna Rani Mandal with index number 196321 was born on 27-04-1959 AD, whereas Shankar Deuri with index number 294519 was born on 15-02-1976 AD. As a result, the duty of Acting Headmaster has been out of the rules given to Mr. Shankar Deuri. On January 16, 2017, in the meeting No. 01/17 of the managing committee, through a resolution without quorum, Mohammad Zahidul Islam was approved by the selection committee for the post of assistant head teacher and the president of the managing committee was requested to take necessary measures in this regard. Later, in the meeting No. 02/17 of the Managing Committee on January 18 of the same year, Assistant Headmaster Mohammad Zahidul Islam was shown to resign and join the same resolution on 17-01-2017. In the meeting No. 02/17, Zahidul Islam was appointed to the post of assistant head teacher through a resolution without quorum, which did not follow or did not follow section 35 and 36 of the regulations 2009. As a result, the decisions taken were not valid. All the decisions taken in terms of section 36 (2) of the Regulations 2009 are null and void as the recruitment process is out of order. Because of this he is illegally working as Assistant Headmaster of Karimunnecha Girls Secondary School which is in complete violation of law and out of appointment.
The head teacher of the school Md. Abdul Halim Howladar said that all the resolutions made by Md. Zahidul Islam to become the assistant head teacher are without quorum. He left the senior teacher, Mr. Jyotsna Rani Mandal, and assigned assistant teacher Shankar Deuri as member secretary, which is completely against the Ministry of Education’s guidelines.
Pirojpur District Education Officer Md. Idris Ali Azizi said that a written complaint has been received in this regard. Action will be taken after knowing the details.
In this regard, Assistant Headmaster Md. Zahidul Islam said that what the managing committee did at that time was done according to the rules, there was no violation of the rules in this regard. He is fulfilling the duties assigned to him according to the rules.
