Masudur Rahim, Chief Executive Officer (CEO) of Omera Solar and Omera Renewable Energy Limited, has called for the government’s policy support for the rapid expansion of the country’s renewable energy sector. As an invited speaker at the “Fourth Bangladesh-China Renewable Energy Forum” organized by the Center for Policy Dialogue (CPD) on Monday, April 27, 2026, at a hotel in the capital, he highlighted some specific challenges and solutions to achieve the country’s 10,000 MW green energy target.

Masudur Rahim said, “To quickly implement the 10,000 MW target, special importance should be given to rooftop solar and ground-mounted projects. Especially, if the duty on rooftop solar equipment is withdrawn quickly, investors will be encouraged. There is no land complexity in this, so factory owners can invest directly and implement the project quickly.”

He gave calculations and said, “If 4,000 MW of electricity can be ensured from rooftops, the government will be able to save a huge amount of subsidy on electricity coming from other sources. It will be possible to save up to Tk 1,500 crore in subsidy every year.”

The Omera CEO also said, “Many are interested in using green energy, but challenges such as ‘wheeling charge’ and ‘open grid access’ exist. If the government removes these barriers and ensures open access to the grid, the sector will be more competitive and industrial owners will come forward.”

He stressed on investor confidence, saying, “If power cannot be transmitted due to grid constraints, there must be a clear compensation policy. In addition, these projects will become more acceptable to investors and banks if there are specific safeguards to deal with foreign exchange rate risk.”
