Fake certificate scandal in Comilla City Corporation: Engineer’s duties for seven years in the guise of a low-level assistant

Staff Reporter : An employee named Md. Abdul Hannan has joined the Comilla City Corporation (CCC) as a low-level assistant cum computer typist and is serving as a deputy assistant engineer with a fake certificate. Since 2018, he has been working in a technical 10th grade position, although he is a non-technical 14th grade government employee. The issue of an employee who joined a low-level position serving in a high-level position for a long time has caused a storm of discussion.

According to CCC sources, Abdul Hannan joined the Comilla Sadar Dakshin Municipality in 2005 as a low-level assistant cum computer typist with a higher secondary certificate. He started serving as a deputy assistant engineer (civil) from 2018. Since the post of the institution is technical and requires specific educational qualifications, questions have been raised about the validity of his appointment, qualifications and certificate.

It has been alleged that he collected a certificate for 2.5 lakh taka through an institution called ‘The University of Comilla’, which has been closed down for a long time. According to the information of the Ministry of Education and UGC, the university was closed down in 2006 on the orders of the government and is still without approval for educational activities. There is no campus at the legal address, but fake admissions, classes and certificates are being provided by running illegal campuses in Uttara and Narayanganj.

Regarding the allegations, Md. Abdul Hannan told the journalist,
“In 2016, I became a deputy assistant engineer in my current position. Classes were held on Fridays. I could not always go. However, I got the certificate by studying. I can show the certificate if necessary.”

Requesting a meeting, he further claimed,
“If the administrator sir returns me to the low-level assistant post, I am willing to work in my previous position. Four more people like me are working here.”

However, his statement has raised more questions—how did the engineering certificate get obtained by ‘studying’ from an illegal university and how did the concerned institution issue the certificate when the educational activities were closed?

In this regard, Comilla City Corporation Administrator Md. Shah Alam said,
“I have heard that one or two people have fake certificates. I am not sure if the number is four. No one has made a formal complaint. However, if we get their names, we will investigate and take action.”

According to the Ministry of Education and UGC, although ‘The University of Comilla’ was approved in 1995, the government closed the institution in 2006 due to administrative mismanagement, violation of laws, financial chaos and poor quality of education. The institution is still not approved to run its academic activities.

Nevertheless, the certificate issued by that institution is clear evidence of Comilla City Corporation’s responsibility as an engineer in government posts—appointment in government jobs—asking for government jobs is a fraud, corruption and administrative negligence.

There have been demands from various quarters for a proper investigation into such irregularities in local government institutions run with public tax money and for action to be taken against those responsible.
