After returning five months after his transfer, Satkhira Sadar Upazila Deputy Assistant Engineer Mofiz has again been involved in corruption. It has been alleged that he started the work of an unfinished project himself by posing as a contractor with the help of a public health engineer. In addition, he has been accused of collecting additional money from deep tube wells, raising bills by showing fake projects, and accepting bribes from contractors. Seeing his misdeeds, the locals, starting from the general public to the contractors of the concerned institutions, have lost faith in the Public Health Department. Last year, after receiving the truth of the allegation of demanding a bribe of 10,000 per customer from a local contractor named Md. Shamsur Rahman Bakul, he was transferred from Satkhira Sadar Upazila to Keshabpur Upazila on October 24, 2024, by an office order signed by the Additional Chief Engineer of the Ministry, Mir Abu Shahid. But there he got involved in corruption.
It was found that Mofizur Rahman was working in Tala Upazila a few years ago. At that time, he earned crores of rupees by corruptly investing in the Rain Water Harvesting and Deep Tube Well projects. At that time, when reports about his corruption were published in newspapers several times, the authorities transferred him to Satkhira Sadar. After that, he got involved in a great conspiracy of corruption even after coming to Sadar Upazila. Several contractors alleged that they had to pay huge sums of money to get work from him. He built a luxurious house in Monirampur area of ​​Jessore district with the corrupt money. Many people in his area have been unfortunate after getting Aladdin’s lamp in their hands in a few years.
Jahangir Alam, a contractor at Shamim Traders in Chandpur district, said that in April last year, he got 6,500 tanks through an open tender for the rainwater harvesting project. At that time, Deputy Assistant Engineer Mofizur Rahman demanded a bribe of 2,000 taka per tank. Sub-Engineer Mofizur stopped work for three months due to non-payment of the demanded money. Then he started the work by managing it through a local contractor along with the divisional officer. After that, he alleged that he had to face various obstacles in the project.
Another contractor named Shamsur Rahman Bakul complained that he got work in WAS block projects in some government educational institutions. At that time, Engineer Mofizur Rahman went to inspect and demanded a bribe of ten thousand taka from each customer. He started making excuses about not paying the money as demanded and giving a clearance certificate in his project bill. Finding no way out, he filed a written complaint with the concerned department against this corrupt sub-engineer seeking redress for the bribery trade.
After finding the initial truth of the allegations, he was transferred to Keshabpur Upazila.
A contractor from the Satkhira Public Health Engineering Department, who spoke on condition of anonymity, said that Mofizur Rahman was beaten up again when he returned to work.
He is involved in business. He has appointed illegal contractors with the help of the executive engineer of public health. He himself is working as a contractor in the project and is involved in collecting extra money in the deep tube well project. When he protests against this misdeed, that contractor is deprived of all kinds of work.
He also said that earlier, when Mofizur was in Satkhira Sadar Upazila, he used to harass contractors in various ways. He would not release files without a bribe. If the money demanded was not paid, he would incur his wrath.
When we spoke to Public Health Deputy Engineer Md. Mofizur Rahman about the complaint, he refused to comment on the phone. Later, when we went to his office, he was not found.
