The case against Dr. Md. Mejbah Uddin, Health and Family Planning Officer of the 50-bed Government Hospital in Galachipa Upazila of Patuakhali, for abusing his power in the procurement of MSR equipment for the Galachipa Government Hospital for the financial year 2024-25.
‎Md. Mizanur Rahman, the owner of the contractor company of M/s. Tasin Trading Corner, Patuakhali, filed a civil case with the Assistant Judge Court of Mokam Galachipa on March 25, 2025, seeking justice for irregularities and corruption outside the PPR in the MSR tender. Case number 49/25.
From the brief description of the case, it is known that in the memorandum number UHC/Gala/MSR/2024-25/352, in the MSR tender for the Government 50-bed Health Complex in Galachipa Upazila for the financial year 2024-25, the condition of experience in single work orders of the previous year in 6 additional groups, including Dumki, Mirzaganj and Baufal, was included in the tender, and the name of (3) upazilas, including Dumki, Mirzaganj and Baufal, was misused by some dishonest contractors to gain financial benefits, and without evaluating Schedule “A”, Health Officer Dr. Mejbah Uddin illegally added the condition of single work orders to the 6 groups mentioned in Schedule “B” in the tender. Which is mentioned in the 40-page case file.
In this regard, the plaintiff in the case, Md. Mizanur Rahman, told reporters, “I have been distributing MSR materials to various government hospitals including Patuakhali and Galachipa as a contractor since 1985. The tender for the MSR materials of the Galachipa Upazila 50-bed Government Hospital for the fiscal year 2024-25 has already been delayed by 10 months. Health and Family Planning Officer Dr. Mejbah Uddin, in his own interests, in a hurry and greedy manner, invited the PG-III non-PPR non-Schedule ‘A’ tender to the Golden Touch International contractor company, even though it had the qualifications of a first-class contractor company, he attached his fabricated 6 fictitious schedules and made a single decision to the lowest ‘bidder’ and finalized the recruitment process for the Golden Touch International contractor company, which is non-PPR.
I think that due to this tender, the quality of patient care and food supply in the hospital will be poor, and importantly, the citizens of the country will be deprived of real health care if they provide low-quality medicines and surgical supplies.
Until the learned court takes cognizance of this matter and gives a final decision on why the MSR tender is not illegal? Although the work order rules prohibit it, Dr. Mejbah Uddin, abusing his power, signed the permission to distribute MSR materials for the financial year 2024-25. As a result, the learned court issued him a show cause notice for contempt of court.
On the other hand, MSR contractor Md. Quddus Mia filed a complaint against the MSR tender of Health and Family Planning Officer Dr. Mejbah Uddin at the Bangladesh Public Procurement Authority (BPPA) office to ensure transparency, efficiency and free competition in government procurement.
According to various sources, Dr. Mejbah Uddin, the Health and Planning Officer of Galachipa Upazila, is reportedly lobbying various high-ranking officials, including the Civil Surgeon, to cover up his corruption. “It’s like a “ghost inside the grain.”
Despite repeated calls to the mobile phone of Dr. Md. Mejbah Uddin, the Health and Family Planning Officer of Galachipa Upazila, regarding the allegations of corruption in the hospital’s MSR tender, he did not receive them. Finally, when he sent a text message to his mobile, he said, “I am very troubled about this. I have a court appearance on Monday, May 12, so we will talk later.”
Despite multiple calls to Patuakhali District Civil Surgeon Dr. Mohammad Khaledur Rahman Mia’s official mobile phone, no comment could be obtained as his mobile phone was switched off.
